What a Complete Commercial Access-Control Scope Should Include

Two proposals can describe the same number of controlled doors and still include very different work. The difference usually sits outside the reader: door conditions, pathways, power, coordination, programming, testing, and turnover.

Site review and design responsibility

The scope should identify who verifies door conditions, code and egress coordination, available pathways, power, network requirements, controller locations, and interfaces with other trades. Assumptions should be visible before award rather than becoming change orders later.

Installation boundaries

Clarify responsibility for door hardware, frames, conduit, cabling, power supplies, network coordination, fire-alarm interfaces where applicable, patching, lifts, permits, and after-hours work. A complete proposal makes those boundaries easy for a GC or owner to coordinate.

Programming and commissioning

Installation is not complete when devices power on. The scope should cover agreed configuration, functional testing, deficiency resolution, owner demonstration, and coordination with the people responsible for adjacent building systems.

Documentation and handoff

Define the expected labels, test results, device records, warranties, training, administrative access, and as-built information. Documentation should be useful to the owner and the next service technician without exposing sensitive information publicly.

A practical proposal checklist

• Known assumptions and exclusions are explicit.
• Trade and hardware responsibilities are assigned.
• Programming, testing, and deficiency work are included.
• Training, documentation, and owner access are defined.
• Service response and future expansion have a clear path.

Comparing proposals against a complete scope is more reliable than comparing device counts alone.
